If you sell online, return on investment is easy to see. Someone searched, clicked and bought, and the order has a dollar amount on it. If you sell a service, it is harder. You get a form fill or a phone call, and what happens after that is up to you. That is where most SEO ROI conversations fall apart: the leads came in, but nobody can say which ones came from search.
KEY TAKEAWAYS
- Service businesses can only count form fills and calls, so those have to be tracked properly.
- Record the source of every lead from evidence, never from a “how did you hear about us” field.
- Send leads to GA4 from the browser and the server so ad blockers do not erase them.
- Mark generate_lead, phone_click, email_click and form_submit as key events.
- A counted lead is not a sale. Follow up fast, and judge lead quality separately.
Why SEO ROI is hard to prove for service businesses
In my GA4 class I put it plainly.
“I can only count form fills or phone calls”
Beth Guide, Using Google Analytics 4 and Determining ROI (Internet Marketing Clinic, March 2025)
There is no dollar amount attached to a form fill. My own team will tell you that a lot of online inquiries are not real leads: someone looking for information, or for a service we do not offer. We still count them as conversions, because somebody contacted us, but then we have to work out which ones were worth something.
A lead also only turns into revenue if someone acts on it. On dental sites we see people fill out the form, and if nobody calls back within seconds, they are down the road with somebody else. That is not an SEO problem, but it looks like one if all you measure is leads.
Then there is the client side. I have customers who tell me they do not know if they are getting leads. I can see the leads coming in. They do not believe they are leads. Both of us need the same thing: every lead, with where it came from, in one place.

Step 1: set up GA4 to track conversions correctly
On WordPress, I set up GA4 with Google Site Kit, which connects Analytics and Search Console without touching code. You want both. Search Console shows the searches you appear for. Analytics shows what people did after they arrived. Once a site is verified in Search Console, elev8tor pulls in real clicks and impressions, which is also what makes it count as one of your unlimited verified sites. The plans for owners who do this themselves are on SEO software for small business.
Keep forms short. There is a fashion for multi-screen forms where you answer one question, hit submit and get another form. I think people are wise to it, and it costs you leads.
Step 2: capture every lead and conversion
A lead is not only a contact form. It is a phone tap on mobile, an email tap, an order. The free elev8tor connector plugin for WordPress captures Gravity Forms, Elementor Pro forms, Contact Form 7, WPForms, Ninja Forms, Fluent Forms, Formidable and WooCommerce orders, plus phone taps and email taps. You paste one connection code and it starts recording.
For each lead it keeps the first touch and the last touch, UTM tags, click IDs (gclid, gbraid, wbraid, fbclid, msclkid), the referrer, the landing page and the device. The full list is on our lead tracking with GA4 page.
Step 3: attribute traffic and leads from evidence
Do not trust the “how did you hear about us” field. People pick the first option, or the one they remember. A real estate agent I build for hears all the time that people found her from her sign. They probably did see the sign. Then they went online to make sure she was a reasonable person, and then they called.
elev8tor gives each lead a channel with an evidence basis: confirmed, tagged, estimated or unknown, so you can see how sure the attribution is. When it does not know, it says unknown instead of guessing, and it never takes the channel from a “how did you hear” field.
Step 4: make GA4 count every conversion
The connector sends the GA4 events generate_lead, form_submit, phone_click and email_click (and purchase for orders) from the browser and from the server through the Measurement Protocol. The server side copy is what keeps conversions counting when a visitor runs an ad blocker. Events are deduplicated by event ID, so the same lead is not counted twice.
With Google connected, one click marks generate_lead, phone_click, email_click and form_submit as GA4 key events, the conversions you report on. If you already use Site Kit, the connector avoids double tagging.
The privacy side matters too. The connector respects Google Consent Mode v2, never sends names, emails or phone numbers to GA4, retries when the app is down, and keeps a local copy for 30 days only.
Step 5: turn leads into an SEO ROI number (value, cost, revenue)
- Count organic leads for the month: confirmed and tagged first, estimated separately.
- Ask the business how many became customers, and what a customer is worth on average.
- Multiply to get the value of the result, then compare it to the cost of SEO that month. Return on investment is that value minus the cost, divided by the cost.
- Look at which pages produced the leads. Those pages deserve the next round of work.
That last step is where it pays off. When I looked at our own GA4 data, web hosting had the highest conversion rate of our keywords, even though it is a competitive term. Hyper niche pages, like a page for one subdivision in Kingwood, brought in visitors who were close to a decision. You only see that when leads are tied to landing pages.
Track it month over month. Growth in organic search leads is the success metric; rankings and traffic are the inputs. If you also run a paid campaign, the same tracking separates paid from organic, so one does not take credit for the other.
I watch engagement too. When I went back to republishing our class clips on social media, engagement on the website went up, and so did rankings. I only know that because the tracking was already in place.
Nightly watchers in elev8tor flag when GA4 stops counting, so a broken tag does not quietly erase a month of leads. Reports go out weekly and monthly on their own, and agencies can send them under their own brand with white label SEO reporting.
What SEO ROI tracking will not tell you
It will not tell you whether the lead was good, or whether anyone called back. Pair the numbers with a short monthly conversation about lead quality. Proving SEO ROI is half tracking and half honesty about what the tracking cannot see. Any marketer who reports organic traffic without the leads and revenue behind it is only telling half the story.
Lead tracking and one-click GA4 are on every plan; elev8tor pricing has the details, and the free demo lets you look around a sample workspace first. If your pages are not producing leads yet, start with an SEO action plan for your top pages, and make sure the site has a website structure for AI search that gives people more than a brochure.

Frequently asked questions
Count organic leads (forms, calls and email taps), find out how many became customers and what a customer is worth, then compare that value with what you spent on SEO. The hard part is tying each lead to its real source, which is what lead tracking solves.
generate_lead, form_submit, phone_click and email_click. With Google connected, elev8tor marks all four as GA4 key events in one click.
Many ad blockers stop the browser from sending events to Google. The elev8tor connector also sends each event server side through the Measurement Protocol, deduplicated by event ID, so the lead still counts once.
No. It never sends names, emails or phone numbers to GA4, it respects Google Consent Mode v2, and it keeps a local copy of lead data for 30 days only.
People misremember. Many say they found you from a sign or a friend after checking your website first. elev8tor assigns the channel from tracked data such as UTM tags, click IDs and referrers, labeled confirmed, tagged, estimated or unknown.
